Personnel Clerk - Provisional

Location: Human Resources      

Rate of Pay:  $60,000 - $65,000, based on experience

Minimum Qualifications:  Candidate must have held or currently hold(elsewhere) the permanent competitive Civil Service title of Personnel Clerk or must take a Columbia County Civil Service exam and be reachable on a Columbia County Civil Service Personnel Clerk eligible list (Job description is attached).

PERSONNEL CLERK

 

Distinguishing Features of the Class: the work involves responsibility for assisting the Business/Human Resource Official with administering all human resource functions for the Agency. The incumbent reviews applications, performs clerical activities undertaken during the hiring process and acquaints new employees with District personnel policies and procedures. The Personnel Clerk is entrusted with access to highly confidential information and, as such, maintains personnel records, answers routine personnel questions, and processes paperwork necessary for personnel administration. Considerable contact with the public, employees, administrators and Board members is required in carrying out the assignments and responsibilities of this position. The work is performed under the general supervision of the Superintendent or the administrative designee for Human Resources. The candidate is expected to perform related work, as required. 

 

Typical Work Activities: (Illustrative only). 

  • Prepares vacancy announcements based on data submitted by department heads and/or supervisors;

  • Provides information sessions to district departments regarding district personnel practices; the Family Medical Leave Act, the Americans with Disabilities Act, and other areas as required;

  • Prepares and provides orientation materials to new employees, answers personnel questions, and processes paperwork necessary for new hires to commence employment;

  • Conducts background checks on prospective employees;

  • Maintains employee history files for district personnel to include leave accruals, flexible spending program enrollment information and unemployment benefit information;

  • Processes and facilitates one or more types of personnel transactions either at the departmental level, or as it is received in the Business Office, including information on appointments, separations, promotions, examinations or benefits.

  • Manages the day-to-day fiscal operations of the department; 

  • Participates in grant budget preparation and discussion when requested;

  • Manages purchasing and procurement for the department,

  • When directed, handles aspects of grievances and improper practice charges;

  • Assists the Superintendent and Business/Human Resources Official as necessary;

  • Performs special projects as directed by the Superintendent and Business/Human Resources Official;

  • Prepares a variety of reports when requested by the Superintendent and Business/Human Resources Official;

  • Prepares office correspondence and position specification documents;

  • Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

 

Full Performance Knowledge, Skills, Abilities & Personal Characteristics:

Good knowledge of personnel administration; good knowledge of Civil Service Law & Rules, good knowledge of office terminology, procedures and equipment, good knowledge of methods and procedures used in record maintenance, working knowledge benefits administration; ability to communicate effectively both orally and in writing; ability to maintain confidentiality of highly sensitive information; ability to organize and maintain accurate records and files; strong initiative and resourcefulness; integrity; tact and courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS:

1. Associate’s Degree and two (2) years of administrative support experience, preferably with public or private personnel experience; OR

2. Graduation from high school or possession of an equivalency diploma, plus EITHER:

(A) Successful completion of thirty (30) college semester credit hours plus three (3) years of paid full-time or its part-time equivalent in office clerical experience in personnel or payroll activities; OR,

(B) Five (5) years paid full time or its part time equivalent office clerical experience in personnel or payroll activities; OR,

(C) An equivalent combination of education and experience as defined by the limits of (A) and (B) above.
